Cars is a program that has been in operation since 2000. It was put in place to help individuals that were unable to make a down payment on a vehicle, or had bad credit that was preventing them from obtaining a loan.

Community Action acts as a bank and provides a vehicle that the individual can afford. Depending on what the individual can afford, a vehicle and payment plan is selected for them so they can have a form of transportation. Community Action does accept donated vehicles. These vehicles are used for individuals that have very low income, and struggle to make any form of monthly payment at all. Though there is no income restriction, you do have to be a resident of Clinton County, provide proof of income, and have a valid Ohio driver’s license in order to apply.
