2019-2020 Winter Crisis Program runs November 1, 2019 through March 31, 2020
The Winter Crisis Program provides a benefit once per heating season to a income-eligible customer’s main heat source and/or electric account. Eligible customers may qualify if the gross household size/income is at or below the 175% Federal Poverty Guideline: 1 —$ 21,857.50, 2—$29,592.50, 3—$37,327.50, 4—$45,062.50 or 5—$52,797.50.
The benefit can be used by eligible households that are disconnected, pending disconnection, need to establish new service, need to pay to transfer service, or have 25% or less bulk fuel supply remaining. Households serviced by a PUCO-regulated utility (DPL, Duke, Pike, Vectren), must sign up for the Percentage of Income Payment Plan Plus (PIPP Plus) or another payment plan in order to receive emergency benefits.
Applicants will need to bring following documents with them to visit:
• Proof of income for the past 30 days for all household members. If self-employed or seasonal you will need to bring the past 12 months income and complete copy of most recent IRS taxes filed. If you have no income please contact the office for further instructions.
• Copies of current heating and electric bills.
• Social Security Cards for all household members. Birth certificates, voter registrations, passports or
DD-214 will also be accepted as long as Social Security numbers are provided.
• Photo ID of applicant
Winter Crisis Program, Home Energy Assistance Program (HEAP), and Percentage of Income Payment Plan Plus (PIPP Plus) applications are processed Monday through Friday 8:00 am – 3:00 pm. For further information please contact Community Action at 937-382-8365 during these hours.
