With winter approaching, Clinton County Community Action and the Ohio Department of Development are stepping in to provide critical support to households struggling with high energy bills. Starting November 1, 2024, through March 31, 2025, eligible Ohioans can access the Home Energy Assistance Winter Crisis Program, offering one-time help to cover heating costs.
Last winter, nearly 77,000 Ohio households benefited from this program, which distributed $23.5 million in assistance to help families stay warm. The program supports households facing disconnection, those who have already been disconnected, and individuals who need to establish or pay for a new service. Additionally, it aids families needing to make their first Payment Plan (PIPP) payment or to refill fuel tanks with 25% or less of fuel to maintain a safe and warm home environment.
“When temperatures drop, no one should have to worry about whether they can afford to keep their home warm,” said Lydia Mihalik, Director of the Ohio Department of Development. “Every year, this program is a lifeline for thousands of Ohioans, ensuring they can stay safe and comfortable during our coldest months.”
To qualify, households must have a gross annual income at or below 175% of the federal poverty level. For example, a family of four with an annual income of $54,600 or less would be eligible.
Those interested can begin their application process online and then schedule an appointment with their local energy assistance provider to complete it. Appointments may be held in person, over the phone, or virtually, depending on the agency. Applicants are advised to bring the following to their appointment:
- Copies of recent energy bills (if available)
- A list of all household members and their proof of income for the past 30 days or 12 months
- Proof of U.S. citizenship or legal residency for all household members
- Proof of disability (if applicable)
